The alarm is turned off by unlocking the doors with the remote key fob or by unlocking either front door with the key. It will arm when the battery is reconnected. The battery would have been disconnected to replace the starter. If you can turn the alarm off by unlocking one front door but not the other one, the non-working door has a bad switch, the switch linkage is disconnected, or there's a broken wire between the door hinges.
If the alarm activates each time you turn it off and try to crank the engine, there may be a blown fuse, either inside the car or under the hood. They often blow from current surges when the battery is reconnected.
