2002 Dodge Neon Start Up

Hello, I have a 2002 dodge neon se and when I start the car it takes about 3 seconds to "first" start. (Not having the engine warmed up) I leave the key in the ignition switch and turn it to on and wait about 3 seconds but it doesn't make a difference.
