2002 Dodge Neon rought idol

I just had a new motor put in short block also a new transmission 4 years ago. So iv been thinking its a ground issues because I just recently put a new battery and ultnator plus new positive wire and grounds. So the question is the sensors haven't be replaced yet but the check engine light isn't on. How can I fix it. Also it doesn't lack any power

The best thing to do is check how the sensors are reacting when the engine is running. You will need a real time scanner to see what they are doing. Also, make sure the fuel pump pressure is within spec as well as check the coolant temp sensor which can cause a rich mixture.
