2002 Dodge Intrepid engine

Had a rebuilt 2.7 placed back in the car of a 2002 motor. Engine is still not turning over or cathing any spark. I want to know how can I know for sure that its not electrical, or what I can do to make it start.

No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, coil's resistances, distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it

How do I check the coil/coil packs and the distributor pick -up coil.
