When I am going very slow or turning or sitting still when I turn the wheel to left or right I have a bad vibration in the wheel and a little noise but not a power steering whine noise. I just replaced the rack and pinion today and tierods with no help at all. Have any suggestions as what this could be?

So you are saying that when the van is sitting still and the tranny is in "Drive" you have a vibration in the steering wheel or the engine?

It doesnt matter if its drive or park or reverse, it feels like something vibrating in the front end or suspenion.

I need to know if you feel the vibration in the steering wheel or the engine. Depending on your answer will determine the source of the vibration.

If the vibration in the wheel only occured while driving, I'd look for a bent rim or knotted tire and/or a worn suspension component such as a balljoint, CV joint/axle or shock mount.

But it is pretty strange for you to feel the vibration in the wheel while sitting still. I'd check that the rack and pinion mounts are good and tight as well as the steering shaft/universal joint between the shaft and rack. Also check line pressure coming from pump.
