2002 Dodge Caravan headlight problem

When the headlights are on dim only the right headlight is on and when on high beam, only the right side is on. I have already installed new headlights on both sides so I know that's not the problem. Any ideas? Thanks in advance.

have it scanned for codes. it may be your integrated power module bad. a pro has to do it.
