Clicking sound when I 2002 Chrysler T&C van clicking sound coming from passenger wheel

My husband did an oil change and he had put the ememrgency brake on while doing it. Now my van is making a sound that is click click click when I drive. I was told it was that the emergency brake cable needs to be replaced but can't find any manuals on how to do it and what tools are needed. Could it be anything else that would cause that sound like the calipers?

Look at the two rear cables right where they exit the outer casings. The cable will be dirty or rust-covered except for a short section that is shiny or clean in comparison. That will be about a 1/2 inch that hasn't fully retracted back to the fully-released position. When this first starts to happen the cable isn't yet rusted tight; it's just sluggish. You can get the cable to retract more by flexing that outer casing. Spring pressure will pull the cable back.
