If the light doesn't turn on, suspect the clock spring under the steering wheel is breaking apart. That is a wound-up ribbon cable in a plastic housing. If that is the cause, eventually the horn will stop working, (good observation, by the way), and the air bag light will turn on.
Many independent repair shops have the Chrysler DRB3 scanner because they will work on all brands of cars newer than 1995 models. That scanner will show the on or off state of all switches for the cruise control and the last reason it kicked out or didn't set.
