I have a 2002 Intrepid that when you start it whinnes really bad. The powerstering rack was replaced about 1.5yrs agao and it has done this for about a year now. I thought it was a belt noise but now I don't know. It is lauder when cold then when warmed up.

Hi, it sounds like the power steering pump/pulley, or it could even need to be bleed properly, and of course make sure its full.
