2002 Chevrolet Trailblazer Wiper Fluid Pump Been Changed Lines Clogged Fuse

Wiper fluid...pump has been changed, lines are not clogged, fuse #42 is operable...What else could it be. Rear fluid works. Pump does not make noise when wiper fluid is engaged. Wipers do come on.
