I can put the key in the ignition, turn it to the on position and every thing comes on and works fine, but when I turn the key to the start position it won't turn over. The battery is fully charged, I have power to the starter, as I said everything electrical works, it just won't turn over, and engine is not locked up. Any ideas?

Check the voltage on the battery when you try to turn it over. Sometimes a battery can hold a charge and accessories will come on but then when you try to start the voltage drops significantly.
This is due to a dead cell. Advance Auto or Auto Zone will test your battery for free.
It could also be your starter solenoid.
