shifting irratically

2002 CHEVROLET SILVERADO

When I have it cruise at 60 mph the the rpms will bounce around from 1600 to 2600, up and down. It seems to shift okay if I just keep it in 3 gear or keep it on Towing. Is this the transmission or is there some kind of sensor that may be going out?

Could be either or both. Have it scanned for both hard and soft codes. Soft codes are those that don't cause the check engine light to be lit.
