2002 Chevrolet Silverado power steering

My power steering doesn't seem to work at a idle. When I give it gas it feels like it wants to work, the pump is new. The rack and pinion is new. Could I have the hoses crossed?

The high pressure and low pressure lines should only fit one way unless you modified something. Is the belt tight? Was the system properly bled after you replaced the pump.
