what is the flat black wire that goes from the frame to the gas tank neck. I noticed that it is broke and wanted to know what it was and if I can put electrical tape on it or if it is crucial to replace it?

it's a ground wire and try to replace it with a braided ground wire if you can findone long enough it's to ground the gas pump when you put gas in truck
