car is making some noise from front wheel when slowly turning

I have a clicking noise coming from the right front wheel at low speeds and turning. It also makes a popping noise when backing up and turning to park. checked tie rods look ok and replaced torsion bar bushings.

Safely raise and support the front of vehicle. Can you rotate the wheel by hand and recreate the noise or feel anything? If you push up and down, in and out, side to side on the tire, any movement? You may not be able to recreate the noise unless there is a load on the tire? My thought was maybe a wheel bearing?
