My car overheats and it is always low on coolant. Is the top radiator hose supposed to have coolant in it at all times? Mine doesn't .

The coolant should be full, you will have a leak in the system, get a cooling system pressure test done, this will help locate any external leaks and get the pressure cap tested as well.
