Hi, I own a 2002 chevy cavalier and it had problems starting in cold weather, I tested battery and starter all good, cleaned fuel filter and throttle plates. once it starts it drives fine, can it be fuel pump?

yes, what is the pressure???? you cannot clean a fuel filter. only replace it.
