Typically caused by a binding upper strut mount. Reach over the top of a front tire and wrap your fingertips over part of the coil spring. Have a helper slowly turn the steering wheel left and right. The spring should rotate freely with the wheel and tire. If the upper strut mount is binding, you'll feel the spring wind up and build tension, then suddenly pop free and turn.

If it's not too severe, the mounts can be replaced when new struts are needed. The same service procedures are required for both parts so it makes sense to do both at once. There are other things that can happen to the upper mounts that are not obvious until they're disassembled. THEN the mechanic has to tell you more parts than just struts are needed. They often get accused unfairly of trying to sell you more parts than are needed.
