Brake Problem

My rear brakes grab before my front brakes and seem to be doing most of the stopping power. If I have to stop hard the rear lock up. I bleed the brakes lines and also pulled the front tires and checked to brakes. They move when someone steps on the pedal.

sounds like proportioning valves are malfunctioning.
