Chevy blazer fuel pump

I replaced the fuel pump and went to test it before we put the fuel tank back. can you test a fuel pump with the gas tank out of the car? wires are hooked up.

You can test it right then and there from the battery submerged in fuel

You would have to apply power to "B" and ground to "C".

We hooked up all the wires and turned the ingnition to "on"... it did not do anything. Should it have?

It should energize for 2 seconds when the key is first turned on.

It did not engergize at all. What could be the problem?
