2002 Cadillac Sts Turn Key Start Engine Dash Lights Hear Click Battery Fume Box

When I turn my key to start the engine the dash lights up and I hear a click from the battery-fume box under the back seat. I installed a new battery and check all the fuses ignition related.

How do you test a relay?

check for power at the starter when the key is in crank poss.
