2002 Buick Rendezvous Pulled Into Parking Spot Shut Car Off Got Back Leave Key

I have a 2002 Buick Rendezvous and I pulled into a parking spot and shut my car off. When I got back in to leave, the key won't turn and the steering wheel won't turn at all. It moves about 1/4" each way. I tried turning the wheel while trying to turn the key but it won't turn. There's always been a red blinking light above my radio with a key below it and i wondered if that has something to do with it. Someone said it might be the ignition lock. I've never had any problems with this before. My wheels are turned slightly to the left and the steering wheel doesn't look like it's turned that way. Any suggestions?

Check the brake lights if its working if okay further check the ignition switch cylinder lock and shift interlock control solenoid
