2002 Buick Rendezvous Heater Blowing Cool Air Will Heat Full Water Coolant

Heater blowing cool air, will not heat up . Full of water / coolant, but is still overheating . When it starts to run hot as temp rises I can turn the controller to heat/ cool (opposite of what it is on )and it will come back down , but still not blowing heat.
