2002 Buick Rendezvous Good Airflow Vents On Air Conditioning Heat There Hardly

I have good airflow from the vents on air conditioning but on heat there is hardly any flow of air out of the vent.
The very little air that comes out is hot when you have it on heat. Is this a damper problem?

If you have it set to heat, then the air will be coming out on the floor.
