2002 Buick Regal Lug nuts/rotor issue

I was changing the brakes on my car and something really weird that I've never seen before happened. I'll add pictures. On my front passenger side wheel, my tire won't go all the way on. The lug nut studs will go through, just not far enough. The other 3 wheels everything went smoothly. I had to redo the brakes on that wheel like 3 different times but nothing worked. I even put on the old rotor and pads to see if that would make it normal again. That didn't work either. I'm truly at a loss here, and I don't want to take it to a shop unless absolutely necessary.
