hi my 2002 buick regal break pedal is hard and hard to stop when car is is slow speed, also to start the car i have to keep my foot on the gas

Sounds like the check valve on the brake booster, try blocking off the vacuum hose to the booster, does it start better? Remove the check valve, try sucking thru it, you should only be able to suck thru it one way, if you can do it both ways, replace the valve, if it is OK replace the booster.

i did that but i still have to keep my foot on the gas for the car to stay start can the brake booster cause the car to cut off

Yes it is causing a major vacuum leak, take the hose out of the boorer and plug it. Then see how it runs.

The hose. The booster or the hose is leaking so start with blocking the monfold port the hose attaches to.
