2001 Volvo xc70 steering noise

Squeaking noise when I turn the steering wheel. After reading other threads decided to check the steering column. I see a metal ring sitting on top of the boot. Is this supposed to be in the boot or should it be just sitting on top of it? THX

It should be in the boot ot you will here all the engine noise from outside.
