my jetta is over charging at 16.49 volts ,could it be a faulty voltage reguator

i checked the charging system its over charging at 16.49 volts when u pick up the rpms i will also loose all instrumentation on the das cluster no tach no speedo no temp and no fuel gauge could the problem be the voltage regualtor

Yes, it sounds like the regulator. Please have it checked. It could cause a fire or electrical damage.
