my car hesitates/loss power/kinda studders for a second with acceleration, engine light on but when hesitates it blinks, code p0302, p0102. I cleaned mass air flow censor . removed mass air flow and engine ran without issues

Check the plugs too. Cylinder 2 has a misfire.

I guess my real Question was What does it mean when the engine light starts to blink on a VW as opposed to just a constant glow?

That usually indicates a misfire.
