My dome lights won't go off, what is wrong to cause them to stay on? Is the fuse bad?

When turning on the car the dome lights and side panel lights were on and would not go off. Opened and shut both doors and hatch still nothing worked, When locking the car with remote it did not honk like it normally does indicating the doors were locked. I pulled the fuse to shut these lights off now leaving me without locks.

Check the door jamb switches for shorting to ground and proper operations.

Bad door lock/actuator micro switch... replace actuator.

Need to remove door panel, exterior door handle & window regulator
to gain access to actuator/lock assembly.
