The a/c compressor won't cycle

There's freon in the system. There's juice to the compressor. The clutch spins freely. The switch on the dash functions... what gives???

Could be still low on freon-have the low and high pressures checked-when you turn the AC On -do you hear the clutch engage the compressor?
