Cooling fan do not switch on
when connecting power dirrectly to fan it works

When I unplug cable from cooling fan switch the fan should go on but it do not go on.

You need a test light or DVOM to perform testings, not by replacing everything you can think of.

The fan relay and fan fuses where very cheap but I do get what you saying.
My mech have test the fuses and relay and according to him he could not pick up any issue

First of all you need to understand the system and how it opearates. Next you check the power source and relay controls.
Do the fans operate when the relay terminals are bridged?

That mean either the relay is not getting power or there is a break between the relay and fan motor. You need an electrician, seems your mechaninc does not under electrical circuits.
