broken harmonic balancer

I have a camery and the harmonic balancer snapped could this be caused by the mechanic replacing my altinator tightning the belts to tight

Balancers are pretty hefty and I have never really heard of one failing. You would have to put so much stress on the belt to damage it that the belt would break before the balancer was damaged from the belt being too tight.
So, no I think there must have been something out of balance to cause it to break. Did you ever have any vibration at any RPM that you noticed before?

the rubber that holds the outer ring has broken.youll need to replace it.
