When the ignition switch is turned on, does the gauge needle move slightly? If yes, it could be a fault with the sending unit or a missing thermostat or it is stuck in the open position.

Check the temperature sending unit at engine. Ensure the wire is not dislodged. Ground the wire and turn on the ignition switch. If gauge goes up to max, the sending unit is bad.
