2001 Saturn Sl1 Would Cause Transmission Shift Slowly On Upshift First Second

What would cause the transmission to shift slowly on the upshift from first to second and second to third gear? Engine revs high and then slowly shifts. Fluid level is fine, recent fluid and filter change carried out.
