The front end of my 2001 Saturn LS1 makes a cracking sound when turning, as if you were twisting and cracking nelon bands.

Just to add to this one sounds like one of the front upper strut mounts are making noise.Put a hand on each front coil spring while someone turns the wheels left to right.See if you can feel the poping in the coil spring.
