How can I get the plastic molding under the steering wheel just above the pedals to stay up?

The plastic molding does not stay up and puts some pressure on the brake pedal while driving, causing the brake lining to heat and smoke.
I need to know if I can get it to stay up or if necessary, remove.

There should be a channel the panel sits in by the pedals and towards the seat there are push pins.
