2001 Pontiac Sunfire Starting

I have a new battery, all the dash lights come on but when I turn it over there's nothing. The fuel pump is running, could it be the ign fuse. It's a new car to me, and some one had the head light power going to the ign fuse. I rewired everything so it's proper and works, but nothing on the turn over now.
