2001 Pontiac Sunfire 2 2 Liter Engine Noisy Took Suggested Lifter Noise Off

I have a 2001 Pontiac Sunfire 2.2 Liter engine and the engine is noisy. I took it in and it was suggested it was lifter noise. I took off the valve cover and observed a very small amount of oil is coming out of the lifters. It is not shooting out like I've seen other cars do. What could the problem be? Please list all possibilities and suggestions to fix.

Is there a lot of burnt oil on the head surface under the valve cover or sludge?
