front brakes need fixing because they squeak

I have a 2001 Plymouth Neon. I know the front brakes need fixed because they squeak every time I stop but now my car is making a screeching noise when it's on, parked or moving. Is it a belt or brakes?

It kind of sounds like wind blowing through the windows

Are all the windows fully closed? Vents? Fix the brakes. You may be mistaking wear indicator squeal.
