Take the electrical loose from the blower motor, key on, hvac on, check for voltage and ground at the wiring connector. Also check applicable fuses. Terminal A is voltage, terminal B is ground, hopefully the connector is labeled A & B. Use a testlite to check for voltage, if you have good voltage and ground, with no blower action, suspect the blower motor.
