Fuel Pump Question

2001 Mitsubishi Diamante - When you turn the key to the ON position the fuel pump doesn't come on. The pump will work when key is in the START position (starter engaged). Is this normal?

That is the way it's supposed to work.

What if fuel pump won't work when you crank
2002 mitsubishi diamante
Cranck but won't start had C.P.S. code
Replaced new C.P.S. but still won't start
Notice fuel pump not working there is no fuel pressure
Pump is getting 5 volts
