What is a common vacuum problem on the 2001 Cougar CS?

I have a 2001 Mercury Cougar CS, 2.5 V6 (Dual Overhead Cam), automatic transmission.
The vehicle bucks while in drive and stopped. Then when you gradually accelerate to 39 MPH it keeps bucking. After 40 MPH it stops. The problem is more present after the vehicle is warmed up. When from start up it is not as much. When idling, it is very minimal. I was told this a vacuum problem. I've looked over the system very good and cannot find anything wrong. So where does a problem like this stem from?
