2001 Mercury Bobcat High Beams Nor Interior Light Mileage Gauge Wont Turn On

My high beams nor my interior light to see my mileage gauge wont turn on. i got off work an it wouldn't come on. I've changed the bulbs an checked the fuses. where to go from here?

check fuses underhood for high beam , check to see if headlight switch is sending ower to fuse for dash lights if it is it may be a cluster problem
