Can confirm. The Combination Control Module, which is in the right rear of the engine compartment, (seen from the driver's seat) controls that, and many other functions. I've seen the actual circuit diagrams, so I know this information is correct.

It controls wipers, power windows, convertible top retract and turn signals, and possibly more functions.

It's the module nearest the battery, inside the compartment with a lid, held on by screws, located next to the battery.

Mine blew out during a battery change, of all things.

Yes, that does happen, the component cant handle the voltage surge that sometimes accompanies this kind of service.

How do you prevent stuff from blowing the fuses when changing the battery or even disconnecting it to do some other work? I have to change the gas sending unit because the gas gauge only works at a half a tank if I fill the tank full the gauge will just flip all the way around and smack the temperature gauge. I have to disconnect my battery to work on this and I'm afraid hooking the battery back up is just going to blow more fuses or even ruin a new sending unit because I read somewhere that the battery can cause these issues..

The only thing you can do is be very positive when connecting and reconnecting the battery and try not to make sparks, this is what causes the voltage surges. Make sure the key is off. It sounds like the cluster needs to be rebuilt though. Here is a video of the job being doe on a different car:

Please run down this guide and report back.
