I can buckle my seat belt on the right passenger side (front seat). There is a round metallic thing that prevents the male part from going into the holster: see photo. See photo.encircled.

What is circled keeps belt from retracting past guide on seat so don't dee how it is keeping belt from buckling. What is "holster"?
