Making rattling noise when turning steering wheel

WQhen its idling it sounds like something rattling under the hood and when I turn the steering wheel a certain way it seems to stop, could it be the that I need power steering fluid or to replace power steering pump, also another problem , when I plug my cell phone charger in the cigarette lighter outlet my radio will go off, is this supposed to do that? Thank you so kindly for any help you can give me .

have you watched/listened under hood for noise? have someone else turn wheel? use tube or sweeper wand at ear to pinpoint if necessary.
