It could be an open circuit, missing power supply or grounding circuit fault.
Check the Diagnostic Link for battery voltage to terminal # 16.

When the OBD is unplugged the heat will be on full blast, no power to the clock and it will turn over but not start. My mechanic traced it back to the car alarm due to the fact when the OBD is unplugged the horn will honk every 30 seconds and the lights will flash. It's crazy!
