2001 Mazda 626 car want go over 45 engine has low power?

My 2001 626 lx Mazda is idles to 2 when you cut her on .Then when you drive my speed get to 20 before the car shift gears . If I push it to go faster my car idles all the way to the 4 and start having a foul odor. This is the speed I have been going for a year any ideas.

clean throttle plate on both sides and iac hole with choke cleaner check for a vacuum leak
