control arm or bushings?

In my 2001 lincoln towncar, when i am at
Slow speed i hear a moaning and groaning noise
coming from my right front axel. Is this a control
arm and ball joint or a bushing kit? And if it is a
Control arm and ball joint, should i do both sides?

For noise problems, you need to locate the source to identify the cause and it could be either that you have mentioned and when bushings fails, it is best to both sides as the other could be failing due to age and wear and tear. For ball joints, it would not be necessary to replace both at once as they seldom fail simultaneously but a check is required to confirm.

If i replace a ball joint, do i need to replace the
upper control arm as well?

Not if the ball joint comes as a unit replacement.
